OSR (the sigops ccr), titled OASIS, by myself and some students. Ion Stoica also had a paper on Ocala, similar idea. And the IEEE Computer paper by Larry, Scott, Turner, and myself, describes a bit about how that would play in terms of a virtual ISP.
If you are also in charge of legacy binding, then you need to add in: dynamic DNS, dynamic HTTP, and dynamic BGP. The first is described in the planetlab experience paper (OSDI 06), dynamic HTTP is well known (application level demux), and the latter is described in the VINI paper.
The bigger issue is the non-technical: for users to opt in, they have to have a reason to opt in. That's probably where you should spend most of your time, and there are no easy answers there. I sketch a few ideas in the WORLDS 06 paper on what we learned from PlanetLab.
